Teixeira: A Case for ‘Social Democratic Capitalism’

“For nations, as for individuals, it’s good to be rich. Affluent countries are more likely to be democratic, more likely to have government programs that cushion life’s bumps and boost the capabilities and well-being of the less fortunate, and more likely to prioritize personal liberty. Their citizens tend to be more secure, better educated, healthier, freer, and happier.

The world’s twenty or so rich democratic countries aren’t all alike, and they’ve changed a good bit over the past century. Their experiences give us helpful clues about what institutions and policies best promote human flourishing. To this point in history, the most successful societies have been those that feature capitalism, a democratic political system, good elementary and secondary (K–12) schooling, a big welfare state, employment-conducive public services, and moderate regulation of product and labor markets. I call this set of policies and institutions “social democratic capitalism.”

Social democratic capitalism improves living standards for the least well-off, enhances economic security, and very likely boosts equality of opportunity. It does so without sacrificing the many other things we want in a good society, from liberty to economic growth and much more. Its chief practitioners have been the Nordic nations: Denmark, Finland, Norway, and Sweden. Contrary to what some presume, there is no good reason to think social democratic capitalism will work well only in these countries. Its success almost certainly is transferable to other affluent nations. Indeed, all of those nations already are partial adopters of social democratic capitalism.

The United States, the largest of the world’s rich democracies, is one of those partial adopters. If the United States were to expand some of its existing public social programs and add some additional ones, many ordinary Americans would have better lives. Despite formidable political obstacles, there is good reason to think America will move in this direction in coming decades.

Those are my conclusions. This book provides the evidence and the reasoning.


Teixeira: It’s the Regional Inequality, Stupid!

Anne Kim has a good article up on the Washington Monthly site that draws out perhaps the key political implication of the Muro-Whiton Brookings study on economic divergence between Democratic and Republican districts. After summarizing some of the Brookings findings (which I covered in a previous post) and related analyses and connecting them to regional divergence, she points out:

“These kinds of imbalances cry out for a policy agenda aimed at spreading economic opportunity more evenly across the country. But so far, the top contenders for the Democratic presidential nomination have stuck to universalist policy ideas like Medicare for All, while discussions of inequality have centered on race or class, but not on geography.

To be sure, a few candidates, including Vice President Joe Biden, have a “rural agenda” in their platforms. But the ideas encapsulated in them include relatively narrow default tropes like expanding broadband and helping family farmers. The one nod toward the disparate regional impacts of economic change is on trade policy, but there again, the prescriptions are less about creating new jobs than about posturing on China or regurgitating standard talking points bashing trade agreements. None of the candidates have put forth signature policy priorities that would rejuvenate the moribund economies of the industrial Midwest, or help heartland economies generate the kind of prosperity that their coastal neighbors enjoy.

The absence of a credible Democratic agenda on regional prosperity is one reason Trump has had free rein to exploit and magnify the economic discontent in large parts of the country for his political gain. As wrong-headed and destructive as his policies have been, his supporters can rightly say that Trump has at least acknowledged the significance of their economic decline.

Democrats shouldn’t continue to leave the field to Trump to romp at will.”

She concludes, and very rightly I think:

“Superimpose a map of the electoral college in 2020 and two things immediately become clear. First, Democratic strongholds such as California, New York, and Illinois are nowhere near sufficient to deliver the 270 votes Democrats need to secure the White House. The University of Virginia’s Larry Sabato, for instance, counts 183 “safe” Democratic electoral votes so far.

Second, many of the swing states Democrats will need to win fall squarely within the “other America” in need of help. These states include the industrial upper Midwest—Wisconsin, Ohio, and Michigan—as well as Pennsylvania and Colorado. Four of these also happen to be states that Hillary Clinton lost in 2016.

Some liberals no doubt worry that nodding to the economic woes of blue-collar heartland America somehow validates the nationalism, MAGA-ism, and outright racism that Trump has unleashed. Nothing is further from the case. Reviving the heartland to help all Americans prosper is ultimately not about blue states versus red states, but about reviving the national project now in jeopardy.”


Teixeira: The White Working Class – Why Writing Them Off Is Political Insanity

The excellent David Wasserman had some astute comments on Twitter about the white working class and how nuts it is for Democrats to write them off. He is correct in all respects and his data is spot on!

“The bottom line: Dems don’t need to win a higher % of the WWC than in ’16 b/c 1) it’s declining as a % of voters and 2) Dems have made robust gains among college whites.

But Dems *can’t* afford to backslide much further & hope to win MI/PA/WI etc. And avoiding that isn’t simple.

Not about winning the demog. It’s about Dems not getting absolutely annihilated.

Moreover, the notion that voting behavior is polarized to the point that there aren’t any swing/persuadable voters left isn’t based in reality.

Not only did we see above-average swings from ’12 to ’16, Dems wouldn’t have gone +40 in ’18 without converting lots of ’16 R voters.

Much of the analysis I’m seeing on this site assumes there’s no more room for Dems to fall w/ white non-college voters, who are simply a “lost cause.”

In fact, Dems have an awful lot more room to fall w/ them, and that’s especially true in many of the most critical EC states.

Dems’ path to beating Trump absolutely depends on retaining the gains they made in diverse, college-educated burbs – the kinds we saw in 2018 & #NC09.

But even a slight drop among white non-college voters could negate all of it, given the demog’s size & geographic distribution.

Dems’ backslide w/ these voters is the main reason IA (66%) and OH (60%) have already exited stage right off the EC battleground, and why a Dem nominee who performs even worse w/ them could risk losses in ME (66%), NH (61%) or MN (56%).

Here’s why the “let’s win without working-class whites” mentality doesn’t hold water for Dems. That demog comprises 45% of all eligible U.S. voters, but:

61% in Wisconsin
61% in New Hampshire
56% in Michigan
56% in Minnesota
56% in Pennsylvania
47% in North Carolina

Good luck.”


September 12: Trump Decided To Build a Clintonesque Ground Game As Soon As He Could Afford One

Something in a report about Trump 2020 plans caught my eye as ironic, so I wrote about it at New York:

When you look back at why so many people thought Hillary Clinton was a lock late in the 2016 campaign despite tightening polls, two reasons stand out. The first is that in the month before the election, half the Republicans in captivity distanced themselves from their nominee (with many denouncing him as a disgusting pig) following the release of the Access Hollywood tape. The other was the belief that Hillary Clinton’s massive field operation gave her a thumb on the scales in the event that things really did get iffy.

In the postelection mythology of 2016, there was a tendency to go far in the other direction and argue that HRC’s “ground game” somehow lost the election for her. Nate Silver responded to that strange claim in his series on “the real story of 2016”:

“[W]hat went wrong with Clinton’s vaunted ground game? There are certainly some things to criticize. There’s been good reporting on how Clinton’s headquarters in Brooklyn ignored warning signs on the ground and rejected the advice of local operatives in states such as Michigan. And as I wrote in a previous installment of this series, Clinton did not allocate her time and resources between states in the way we would have recommended. In particular, she should have spent more time playing defense in states such as Wisconsin, Michigan and Colorado and less time trying to turn North Carolina into a blue state or salvage Iowa from turning red.

“Here’s the thing, though: The evidence suggests those decisions didn’t matter very much …

“For one thing, winning Wisconsin and Michigan — states that Clinton is rightly accused of ignoring — would not have sufficed to win her the Electoral College. She’d also have needed Pennsylvania, Florida or another state where she campaigned extensively.”

Another part of the counter-mythology of 2016 held that the Clinton campaign was playing conventional checkers with its ground game, while Team Trump was playing some sort of three-dimensional social media chess with all those Facebook ads and maybe a little outside help from people who happen to drink a lot of vodka. Unsurprisingly, one person responsible for promoting this view of the election has been 2016 Trump digital director Brad Parscale:

“In an interview with CBS News’ ’60 Minutes’ that aired Sunday, Brad Parscale said Facebook ‘was the method’ for President Donald Trump’s stunning rise to the White House. Parscale, who spearheaded the small Trump campaign team’s digital and fundraising efforts, contended that the team took advantage of Facebook in a way Democrat Hillary Clinton’s campaign did not.

“’Facebook now lets you get to places and places possibly that you would never go with TV ads,’ Parscale, web director at San Antonio-based marketing and design firm Giles Parscale, told CBS. ‘Now, I can find, you know, 15 people in the Florida Panhandle that I would never buy a TV commercial for. And, we took opportunities that I think the other side didn’t.’”

Parscale has since been named as Trump’s overall 2020 campaign manager, and has continued to make noise suggesting he’s some sort of political Zen master who has transcended polls and other timeworn tools of the trade. But Team Trump is also rolling in the kind of money that its 2016 predecessor could barely imagine. So how are they planning to spend it? Pretty much like Hillary Clinton did in 2016, or so it sounds in this account from Brian Bennett, which emphasizes the blue states Trump is targeting but also indicates a very personnel-heavy field operation:

“Trump’s campaign is betting it can win in New Mexico. Flush with cash, the campaign is planning to announce a state director and additional ground staff there in the coming weeks, a campaign official tells TIME. Internal campaign data has convinced Trump’s political advisors they can energize a slice of the state’s Hispanic voters to vote for Trump in 2020 by emphasizing Trump’s handling of the economy, border security and his trade confrontation with China. According to U.S. Census data, 49.1 percent of New Mexico’s residents identify themselves as Hispanic or Latino …

“The move is part of a series of bets Trump is making to win states that went for Clinton in 2016. Trump’s son-in-law and senior White House advisor Jared Kushner says that voter data has convinced the reelection effort to fund robust field operations in a much larger number of states than in 2016. ‘I can see us very aggressively playing in 18 swing states,’ Jared Kushner tells TIME, adding that in his view, the 2016 Trump campaign “seriously played” in about 11 swing states.

It sure sounds like Team Trump disparaged the kind of ground game Hillary Clinton had in 2016 up until, but not beyond, the moment it could afford one of its own.

Political Strategy Notes

Matthew Yglesias brings the a central argument about Democratic strategy up to date in his post, “The debate over swing voters versus mobilizing the base, explained” at Vox. Yglesias writes, “Tory Gavito and Sean McElwee warned in a spring GQ article that “in chasing a narrow swath of white swing voters, [Democratic Party] leadership has ignored a broader coalition of voters who have delivered blue victories time and time again.”…John Long in the New Republic, similarly, describes swing voters as “a persona from a political landscape that simply no longer exists.” Instead of chasing these mythical beasts, he says, Democrats should see that “mobilizing more Democratic voters is the key to the 2020 election.”…Absolutely nothing about this argument is new…The truth, however, is while mobilization is unquestionably important to winning elections, so is flipping swing voters. Activists who want to push Democrats to the left while still winning can do so by identifying popular progressive ideas to run on. But the notion that there’s some mobilization strategy that will eliminate the need to cater to the median voter is a fantasy.”

Yglesias continues, noting that “Harry Enten writes for FiveThirtyEightthat “Trump probably would have lost to Hillary Clinton had Republican- and Democratic-leaning registered voters cast ballots at equal rates.”…Nate Cohn at the New York Times offered the superficially opposite thesis that “turnout wasn’t the driver of Clinton’s defeat.” He points, instead, to white voters who went for Trump after having voted for Barack Obama four years earlier…Enten and Cohn are working with the same numbers. The real debate is what the implications are for 2020…The notion that swing voters — voters who back one part in some elections and the other party in others — are mythical is itself a myth…Yair Ghitza of the Democratic data firm Catalist estimates that while Democrats did make significant turnout-related gains in 2018, about 89 percent of their improvement vote margin is attributable to swing voting.”

“Of course, Yglesias adds, “when it comes to certain kinds of resource allocation questions — where do you run ads, whose doors do you knock on, whose social media feeds do you target — there is a zero-sum tradeoff between trying to mobilize non-voters and trying to persuade swing voters. Any prudent campaign would want to do some of both, but decisions need to be made at the margin about where to spend money…One reason that taking popular positions is smart politics is that it works as a mobilization strategy as well as a persuasion one…Politics matters because policy matters, and a political party that never takes a righteous stand on anything is worth very much. But while centrist types can be wrong about which kinds of policy stances will be popular, there’s fairly overwhelming evidence that popular stands are better than unpopular ones — both because swing voters matter but also because taking popular positions is better from a strict mobilization standpoint.”

David Wasserman shares “Five Takeaways from Republicans’ Narrow NC-09 Escape” at The Cook Political Report, including this one, which shows how a “wild card” factor can make a defference in a  congressional race: “4. The key to Bishop’s victory may have been a local Native American tribe. One of the most economically distressed places in North Carolina is Robeson County, home to the Lumbee Tribe and a sixth of NC-09’s population. By party registration, Democrats outnumber Republicans by a massive 60 percent to 13 percent. But in 2016, Trump’s appeal to “forgotten” America helped him carry the county by four points…In 2018, Robeson County reverted to form, voting for McCready by a healthy 15 points. According to one local source, McCready benefited from a Lumbee Democrat running for state House on the same ballot last fall. But on Tuesday, McCready won Robeson County by just one point, potentially costing him victory. An analysis by J. Miles Coleman showed the biggest swing occurred in heavily Lumbee precincts…So how did Bishop, whose state Charlotte area senate district is nowhere near Robeson County, do so well there? It turns out that in March, when Bishop was just launching his bid for the do-over congressional election, he sponsored a bill to open more grant opportunities for the Lumbees by clarifying state recognition of the tribe. Bishop’s picture appeared in the Robesonian, and it likely paid off on Tuesday.”

One final point about the NC-9 congressional seat from this reminder by John Nichols in his article, “We Can Have Free, Fair, and Secure Elections—if We Demand Them” at The Nation: “If Republican operatives had not cheated last year, it’s likely that Don McCready would be sitting in the US House today as the Democratic representative from North Carolina’s 9th congressional district. Their cheating was exposed and it forced a new election, which was good. But that new election, which was held yesterday, in the gerrymandered district saw massive spending by Republican-aligned groups, a presidential visit on the eve of the vote, and, ultimately, a narrow defeat for McCready in the last contest of the 2018 election cycle.” Nichols goes on to argue for electoral reforms being advocated by Sen. Elizabeth Warren, and writes, “after the mangled mess we’ve seen play out in North Carolina…It is time to make high-quality voting in the greatest democracy in the world easy, convenient, and professional. It’s time to secure our elections from all threats, foreign and domestic. It’s time to address election security, administration problems, and voter suppression.”

Charlie Cook offers some answers to the question, “Just Who Are These Undecided Voters, Anyway?,” also at The Cook Political Report: Commenting on Kaiser Family Foundation May 30-June 4 and July 18-23 national health tracking polls, Cook writes, “Swing voters tend to be younger, more moderate, and less engaged in politics compared to those who have decided and to the overall electorate. While 72 percent of voters who are 65 years of age or older have decided for sure, just 47 percent of 18-29-year-olds have decided…Ideologically speaking, 56 percent of all swing voters identify themselves as moderates, compared to 38 percent of all voters. Just 16 percent of swing voters called themselves liberal, while 26 percent self-identified as conservative. Eleven percent of all voters are “pure independents”—that is, they don’t identify with or even lean toward either major party—but 18 percent of swing voters are pure independents…When asked, “How much attention do you normally pay to what is going on in national government and politics?” 57 percent of voters and 68 percent of decided voters said they pay a lot of attention, but only 39 percent of swing voters said so. Twice as many swing voters said they pay only a little attention or none at all—17 percent, compared with just 8 percent of those who are decided.”

Could targeted digital Content Persuade Trump Voters to Jump Ship?,” asks Colin Delaney at Campaigns & Elections. Delaney’s responds, “Trump’s team mastered the art of social-media ad outreach on a vast scale in 2016, often reaching small segments of the electorate with messages designed to appeal just to them…This time around, Trump’s reelection campaign has spent at least $5 million on Facebook just since the beginning of June, buying ads designed to rile up his base and build his grassroots donor list…The thought that Trump’s paid messaging might go unanswered for an entire year has driven Democratic organizations including Priorities USA and American Bridge to launch the kind of large-scale, multi-state digital advertising campaigns we usually expect from political parties and presidential campaigns. Priorities plans to spend $100 million between now and next summer, with American Bridge chipping in another $50 million…if an Elizabeth Warren or Joe Biden locks it all up early, the campaign will have the time to indulge in persuasion ads designed to dampen Trump’s support on his own ground…If Democrats really want to make serious inroads in Trump country, though, they’re looking at a battle that would last for years, not just a few months before an election. Whether the party or any PAC  could take on a task of that magnitude is an open question, but it’s one that Democratic activists should be asking.”

In his NYT column, “No One Should Take Black Voters for Granted,” Thomas B. Edsall notes that “The African-American electorate has been undergoing a quiet, long-term transformation, moving from the left toward the center on several social and cultural issues, while remaining decisively liberal, even radical, on economic issues, according to a series of studies by prominent African-American scholars…“There has been a shift in the attitudes of black masses about the extent to which systematic discrimination and prejudice are the primary reasons blacks continue to lag behind whites,” Candis Watts Smith, a political scientist at Penn State, wrote in a paper published in the Journal of Black Studies in 2014, “Shifting From Structural to Individual Attributions of Black Disadvantage: Age, Period and Cohort Effects on Black Explanations of Racial Disparities.”…Now, on some of the most controversial issues currently under debate, African-Americans — who make up an estimated 25 percent of Democratic primary voters — have emerged as a force for more moderate stands as white Democrats have moved sharply left.”…While less committed to many of the broad social and cultural issues important to white liberals, black Democrats remain more committed than their white counterparts to progressive stands on economic issues of the type that characterized the New Deal coalition of the last century that also established the Great Society programs of the 1960s like Medicare and Medicaid.”

Edsall concludes, “At the same time, the contemporary multiracial, multiethnic Democratic Party needs more than vigorous black mobilization; it also needs high turnout from constituencies with conflicting agendas — radical and progressive millennials, the “creative class,” suburban women, Latinos, Asian-Americans, Muslims and those working and middle class whites who still count themselves Democrats…To deal with all this, Democrats will need an overarching message broad enough to bring together its entire coalition in a political uprising against Trump’s presidency at the same time that it will need to rely on the tools of narrowcasting: hyperpersonalization of campaign messages, segmented appeals to dedicated niches, slipping voters into discrete “bubbles.” They will need a firm grasp of America’s disparate, conflicted and warring center-left alliance. Without an ingenious campaign, even widespread hatred of Trump will not be sufficient to dislodge him from the White House.”


Teixeira: Polling on the Democratic Nomination Race

So much data, so little time! Probably the single thing you should be sure to look at is the RCP rolling average of candidate preference. Right now, Biden’s still ahead of course with almost twice the support of Sanders and Warren, who are now quite close in the polling average. Harris is a fairly distant fourth.

But also worth paying attention to are several media outlets who are starting to release data from their polls in graphical, cumulated form with interesting internal demographic trends. Politico, for example, has some nice material up from the Morning Consult poll. These data have Sanders still leading Warren by a significant amount, though they do have Warren gaining ground as pretty much every other poll does.

Some noteworthy internals here is that Sanders and Biden are neck and neck among Hispanics, while Biden has roughly twice the level of support of Sanders among blacks. And, as the polling feature notes, “Warren leads among the educated and rich, Sanders among the uneducated and poor”. There is also an interesting chart showing how incredibly white Buttigieg’s support is.

The Economist has even better visuals using YouGov data. For whatever reason, Warren seems to run particularly strong in these polls, nosing ahead of Sanders in recent data. The internals give Biden a slight lead among Hispanics by nearly four times the level of Sanders’ support among blacks. Biden runs ahead of Sanders and Warren among those with high school or less or some college, while Warren is the leader among both four year college graduates and those with postgraduate education.

Finally, Warren is the leader among those being at least considered by voters, regardless of who their first choice is. Among those whose first choice is specifically Biden, Sanders or Harris, Warren gets the most “consider” designations.

In his article, “Abolishing the Filibuster Is Unavoidable for Democrats” at The Atlantic, Ronald Brownstein writes: “Even if Democrats regain unified control of the White House and Congress in 2020, the fate of their ambitious legislative agenda will still likely hinge on a fundamental question: Do they try to end the Senate filibuster?…If the party chooses to keep the filibuster, it faces a daunting prospect: Democrats elected primarily by voters in states at the forefront of the country’s demographic, cultural, and economic changes will likely have their agenda blocked by Republican senators largely representing the smaller, rural states least touched by all of those changes. In fact, since the Senate gives each state two seats, the filibuster allows Republican senators from states representing only about one-fifth of the country’s population to be in a position to stymie Democratic legislation.”

“Much as some Democrats want to do this, the public is not very enthusiastic. In fact, they flat out don’t want to do it…In the latest Monmouth poll (rated A+ by 538), just 35 percent want to impeach Trump and remove him from office, compared to 59 percent who are opposed. And this is not a particularly pro-Trump poll. His approval rating in the poll is just 40 percent and his re-elect number is only 39 percent…But voters just aren’t behind the impeachment idea. Consider the crosstabs from the poll. Noncollege whites are opposed by 67-27–but so are white college graduates, 67-26. Independents are opposed 64-20, residents of swing counties by 65-26 and moderates by 55-36. Even nonwhites are only narrowly in favor, 51-44.” – from Ruy Teixeira’s Facebook page.

Alan I. Abramowitz writes at Sabato’s Crystal Ball: “When it comes to ideological identification, Democratic voters are far more divided than Republican voters. Around two-thirds of Republican voters identify as conservative while fewer than half of Democratic voters identify as liberal. Many observers of the current presidential campaign have cited this fact to argue that ideological divisions are a serious potential threat to Democratic unity, especially if the party nominates a strongly liberal candidate. But a closer examination of recent polling data indicates that when it comes to specific policy issues such as abortion, gun control, and health care, Democratic voters are actually considerably less divided than Republican voters. Moreover, these data show that divisions among Democrats based on age, education, and race are much less significant when it comes to policy issues. What makes this all the more important is that policy preferences appear to have a much stronger influence than ideological identification on voters’ broader political outlook including their opinions of President Trump. These findings suggest that the task of uniting Democrats behind the party’s eventual nominee may not be as difficult as some pundits and political observers have suggested.”

So, “What Does Invoking The 25th Amendment Actually Look Like?,” asks Julia Azai at FiveThirtyEight: “Pundits debate the possibilities of the removal and succession of the president if he is incapacitated. Even former FBI Director James Comey has weighed in on whether Donald Trump is “medically unfit to be president.” (He doesn’t think so.) In the unlikely — but politically fascinating — event that a Cabinet were to use the power to oust a sitting president, what would come next?…Constitutional scholar Brian Kalt points out: “Section 4 is drafted less than perfectly. The best reading of Section 4’s text — and the clear message from its drafting history — is that when the president declares he is able, he does not retake power until either (1) four days pass without the vice-president and Cabinet disagreeing; or (2) he, the president, wins the vote in Congress. But the text is ambiguous on this point and commentators have frequently misread it as allowing the president to retake power immediately upon his declaration of ability.”…The Cabinet, especially as it’s currently constituted, is pretty unlikely to take action against Trump. But Congress has its own set of political pressures, and if the Democratic “wave” happens, we may see a serious attempt to go after the president. If impeachment proceedings don’t get off the ground, Congress could turn to the 25th Amendment: While Congress can’t initiate removal of the president under the amendment, it can convene a body to investigate the president’s fitness to serve — and such legislation has already been proposed.”

Did former Colorado Governor John Hickenlooper help or hurt his senate candidacy by running for president? Nathaniel Rakich explores the question, also at FiveThirtyEight: “…Colorado Democrats will have plenty of choices of whom to send up against [Sen. Cory] Gardner: About a dozen Democrats were already running for the Senate nomination in Colorado, and so far they don’t look likely to yield to Hickenlooper. Former state House Speaker Andrew Romanoff, who led one of the few polls of the primary that didn’t include Hickenlooper, has previously said he would not drop out if Hickenlooper entered the race. And state Sen. Angela Williams released a defiant statement last week warning him to stay out: “If he’s going to switch gears and run for the senate, he has a lot to explain to Colorado voters. This won’t be a coronation.”…Gardner is already one of the most vulnerable senators in the country, a Republican in a Democratic-leaning state who will be forced to share a ballot with President Trump in 2020. So while Hickenlooper could very well beat him, I doubt he’s the only one who could do so.”

Matt Ford observes at The New Republic: ” Trump’s haphazard style of governance forces journalists, lawyers, and government officials to expend innumerable hours on doomed initiatives and errant tweets. His corrosive effect on American politics forces Americans to devote far more hours of their life to thinking about him than they should. All of this amounts to a tax of sorts on the national psyche—one that can never be repaid…The constant exposure to Trump’s rhetoric and governance carries its own measurable toll. Surveys by the American Psychiatric Society (APS), Politico reported last fall, have found a marked increase in stress and anxiety among respondents with regard to the future in recent years. One poll taken shortly after Trump became president found that nearly six in ten Americans thought 2017 was the lowest point in living American memory, surpassing the Vietnam War and the September 11, 2001 attacks. Nearly three-quarters of Democrats said they were stressed about the nation’s future, a view shared by clear majorities of Republicans and independents as well.”

 


Teixeira: Summing Up the DSA Convention

Leaving aside some of the nutty resolutions like the Open Borders one, how should we assess the DSA convention as a whole? Harold Meyerson offers some thoughts, especially focusing on the Bernie or Bust resolution, which has fairly immediate implications. He also does a good job of discussing some of the disciplined caucuses like the Trotskyist-inflected Bread and Roses and the quasi-anarchist Build.

He concludes:

“Making plenty of errors along the way, like many of the youth organizations that DSA demographically resembles, I think the majority of DSA members will succeed in keeping the group from descending into the Scylla and Charybdis of sectarianism and anarchy. The electoral successes of DSA members running as Democrats—and there are now roughly 100 DSA members in elected office—will not just build the organization but help anchor it in the real world.

And the presidential runoff of 2020? I think DSA’s national political committee might take a leaf from the group’s Atlanta local during Stacey Abrams’s 2018 campaign for governor. At the time, the local wasn’t endorsing nonsocialists, and some of its members likely believed—rightly, I’d say—that a DSA endorsement would be one more cross Abrams would have to bear in her bid to carry Georgia. Nonetheless, every other progressive group inside and outside the state was enthusiastically backing her, and many DSA members were eagerly working on her campaign. Here’s what the local said:

“For many reasons, we cannot endorse Abrams ourselves, but neither can we stand aside while our friends and allies fight for something they know will make their lives better. We voted to encourage our members, if they feel so moved, to stand up and fight in this election cycle.”

In 2020, DSA’s friends and allies—in immigrant communities and communities of color, in groups seeking to combat the climate crisis and save the planet, in organizations of working people seeking a radically more equitable economy and society—will be fighting for their lives to replace Trump with a Democrat. It won’t be a battle between socialism and barbarism, but it will be a battle against barbarism, and the Atlanta statement offers a way that DSA can join it.”

Worthwhile reading and considerably better than the New York Times story. For a completely different perspective you might want to check out libertarian socialist Nathan Robinson’s take on the convention in Current Affairs. Robinson’s politics aren’t mine but it is an engaging piece with some vivid anecdotes.

This Jacobin piece is good on what actually happened at the convention–what passed. what didn’t and how organizational questions were dealt with (always more important than people think they are). The author. Andrew Sernatinger is from my old stomping grounds in Madison, WI, so I feel a certain kinship with him.

Sernatinger was, however, responsible for the Bernie or Bust resolution. which I am not too enthusiastic about. According to Sernatinger, the dominant strand on thinking in the DSA on electoral work is to build toward a “dirty break” with the Democrats and form their own independent party.

Teixeira: Heed Ye the Lessons of 2018!

David Leonhardt’s column today, rightly in my view, approvingly notes a recent op-ed by Theda Skocpol in USA Today:

Theda Skocpol — the Harvard social scientist who has studied the Tea Party and the anti-Trump resistance, among many other things — has a new op-ed in USA Today that argues that the 2020 Democratic presidential candidates are ignoring the lesson of 2018. By doing so, Skocpol says, they are increasing the chances that Trump will win re-election. As Democrats prepare for their second round of debates this week, I think Skocpol’s message is worth hearing.

“The first 2020 primary debates were a case in point,” she writes. “Thrilling as it was to see female contenders do well, the debates were chaotic and dominated by simplistic questions about topics of little concern to most Americans. The ostensible winners embraced ultra-left issue stands — like calls to abolish private insurance and give free health care to migrants — that would sink them in the general election.”

These stances may help Democrats run up even larger margins in blue states like California and New York. But the presidency isn’t decided by the popular vote. And two of the smartest election analysts — Nate Cohn of The Times and Dave Wasserman of the Cook Political Report — have both written pieces recently that explain how Trump could lose the popular vote by an even wider margin than he did in 2016, and still win re-election.

Skocpol writes: “U.S. politics is not a national contest. Victories in Congress, state politics and the Electoral College all depend on winning majorities or hefty pluralities in heartland states and areas that are not big cities. Hillary Clinton lost in 2016 mainly because she was whomped in non-urban areas where Obama had lost by far smaller margins.”

Skocpol concludes:

“In the United States, the road to national power does NOT run primarily through California, Massachusetts, or the TV studios of MSNBC in New York City. It runs through middle-American suburbs, cities and rural counties. To win in 2020 and beyond, Democrats have to organize everywhere and project a national message that resonates widely.”

Words of wisdom indeed.
